F2 denial cz College change

Hi, My wife has been denied twice for F2 visa. Only Question they asked that "why our husband changed his college and move to community college"? She answer- He is little bit week in English, so he moved to college as they have got small class room that's help h to understand easily. She also said he will be back to previous university after completing some English and general courses.
They refused her twice on a same month.
What should we do now????
please help us....
