Looking for universities offering F1/OPT courses in Northern California

Hi,
I am new to US, and currently on H4 visa. I am trying to find universities / colleges offering courses for OPT, which will allow me to work after a certain time.

I would need help from experts here, because I am not sure how to find the courses that offer OPT.

In some places the university website says International student, others as extension programs etc. After spending weeks I am bit confused and want to make sure I go in the right direction with your help and suggestion.

What should I be browsing for? International student courses or are there specific courses for OPT only or any course offers OPT for a H4 person?

I have a Bachelors in Engineering, and planning to do Master's in Computer Science.
Budget - $5000-$15000 max
10 years of experience as a software developer (java and related technologies)
Interest - computer applications, computer science
