URGENT!!!Please Help "Denied F1 visa stamp and cancelled my visa"

Guys im posting this in behalf of my brother. ok here's the situation my brother came here(USA) on b2 visa(visitor) last year and he got it changed to F1 and he was doing his MBA since last yr August.. everything was going great and last month he went back to india for vacation and yestrday(Jun 3,2015) he went for F1 stamp from US embassy but after checking my brothers document she cancelled his B2 visa and denied f1 stamp.. my brother just got so depressed and left without asking them reasons or get in detail like why they denying it. he has every document needed fresh i-20. like sevis people here told him before he left US that just go US embassy and get your f1 stamp.. but we dont get it what just happened? can anyone help us like what we suppose to do like what options we got... please guys help us.....

B-2 -> F-1 change of status is really hard. It takes USCIS three months to process it, during which you can not begin his studies. So the application must be filed when there is at least three months remaining on his I-94 period of authorized stay. B-2 holders are given six month entries, at the very most. So he needed to have filed for change of status within 3 months of entry.

yes he did everything right he got it changed on time. we did everything by law and on time.. like there was no loop. But denying F1 stamp came shocking to us... we even asked USCIS SEvIS or even his school if he can go back and comeback to US without any trouble and They OK that.. so really need advice from people who know anything about it...

I know how traumatic it is to have a visa cancelled and be told "you'll never get to go back to the United States!". In my case, it was an F-1 visa which I was not complying with, so their actions were quite reasonable. But at that time I was very disappointed and discouraged.

Your brother needs to arrange to get a partial or full tuition refund, because he will not have this resolved in time for the Fall 2015 semester. He needs to apply for a new F-1 visa. He needs to keep his wits together at the consular interview, so he can understand exactly what it is he is facing.

Language barriers make misunderstandings worse. While waiting for the interview, he should brush up and perfect his English language skills.
