I am a recently graduated F-1 student applied for OPT EAD card in April 2015. I mentioned my university's address in I-765 form as mailing address for USCIS. My application receipt notice, approval notice are received at university and by me without any problem. But, the EAD card, which is also mailed to the same address as the addres used for above docs (receipt, approval notice) is never received at my university, while the online status for USPS tracking number given, showz that it is delivered to the university.
Is there anyway I can know if it is lost by USPS or the university people. When I called USCIS, they say the card is also not returned to them and so they can't fee-waiver for applying replacement card is not gauranteed. I am given letter by my university official saying that the card is never received at the university.
Can I use the letter as supporting doc to apply for replacement EAD card free of cost (Using I-912 form and above letter as supporting doc). Will the fee waiver be accepted by USCIS (using letter as supporting doc). What is time taken by USCIS to process the replacement EAD card.
