I am recently graduated F-1 student applied for OPT EAD in april 2015. I mentioned my university's address as mailing address in I-765 form. My application receipt notice, approval notice are mailed to the university address and received without any problem. But, my Ead card, which is also mailed to the same address is not received at the university, and the online status for USPS tracking number shows that it is delivered to univ.
When I called uSCIS, they said my EAD card is not returned to them by USPS. My university official gave me a letter saying that ead card is never received at the univ, as supporting doc to apply for replacement card.
If I apply for replacement EAD card, with I-912 form and the letter as supporting doc, what are the chances to get fee waiver from USCIS for the application. What is time taken by USCIS to process replacement Ead card. Is there any way to know if the card is lost by USPS or my university staff.
