Did anyone tried contacting congressman for F2 dependent visa? My husband's F2 visa is rejected twice (214B) and this was suggested by an attorney.

You did not relate the encouter your husband have with them and reasons given for not granting him visa. You may find solution on this forum if the reason given is what pple can assist you with. Congressman will also request for this information before dwelling in your case.
