F1 from different country? F2 together or after

Hi
My wife has got admission to a university in US. Currently we both are working in Bahamas on a work permit since 10 months but have Indian passports. I have 2 queries

1. Can she apply for F1 visa from the Bahamas or does she have to go to home country india to apply?

2. Should I apply for F2 along with her application or i should apply for it after she gets the F1? If we apply together will it risk her chances of getting an F1?

2. She can apply for F1 visa first and then you can apply for F2 visa. This could be good because she then has a good tie with home country
