F2 rejected for no reason can you suggest?

Hi, I'm working in CPT and my CPT(F1) is valid until Dec 2016. My wife faced F2 visa interview 2 days ago and was refused. Here is the conversation:

VO: Good morning.
Wife: Good morning.
VO: Ok, Can I have your application?
Wife: Sure ( handed over )
VO: So, xxxx(my wife's name), you are applying for F2 visa?
Wife: Yes, I'm applying for F2 visa.
VO: Give me your I-20 please
Wife: Sure ( Handed over )
VO: Where is your husband's university?
Wife: My husband's university is in xxxxxx, xxxx.
VO: Hmm.. and your husband is staying in xxxxxxxxx, xxxxx. Right?
Wife. Yes, he is in xxxxxxxxx, xxxxx because he is in CPT. He is ...( VO interrupted )
VO: All right, I'm sorry I can't give you visa right now. ( Passport handed over )
Wife: May I know the reason why.. ( VO interrupted )
VO: You'll find everything in detail here ( refusal letter ). You can go now.
Wife: Ok, thank you.


However, the refusal letter is a generic refusal letter they give everyone in case of denial application of all non immigrant applicants . The visa officer didn't want to see any document ( marriage certificate, bank statement or anything ) other than I-20.

I think you are working on CPT and also your location is different than University location so, he might have thought you are not serious about your study and more concentrated on doing job so may be a immigrant intended. Its just my thought.
