    Change of status from F2 to F1

    Hi
    Presently I am in opt period.My husband is here with me on dependent visa. He is having 4 years experience in India. Now he want to convert his status to F1.
    What is the procedure to follow and what is the ratio of approving the visa ?
    Please kindly help with the above queries
