Application of F2 visa for wife after my H1 got rejected in lottery

Here is my case. I am on OPT STEM EXTENSION now, working full time for E Verified automotive established company, with good income to support my wife. I did not get picked up by lottery for H1 visa this time. So I need to apply for F2 visa for my wife to bring her in usa. I had question that as my H1 has been rejected, will that affect F2 application for my wife?
What if VO notice that H1 is rejected and rejects her F2 status? is that possible?
Also what she should say when VO asks her about how long you gonna stay in usa? As my H1 is rejected she can not say that only for OPT period I will be in usa. I need some good reason for that.
