What is the OPT eligibility criteria for H-4 to F-1 converted students?

I am on H-4 and I completed one full academic year on H-4. I have applied for change of status from H-4 to F-1 few months back.

What are the OPT eligibility criteria for H-4 to F-1?

Do i need to be full time student for the term before i graduate if i am on H-4 to be eligible for OPT?
