Change of status from B2 to F2 dependent

Hello,

I am in USA with F1 status in a graduate program and just completed my first semester. My wife's come to USA on B2 from Canada. She has been studying in Canada but now doesn't want to continue there. So, now I want to change her status to F2 in USA. Can anyone suggest what would be the best to apply for F2, from inside the USA or outside of USA? Is there any complexity to change status from B2 to F2 inside the USA?

The only complexity of changing status to F2 in USA is just that it takes longer time to decide. But if done outside it is decided on the spot during interview. Meanwhile, chances is high for change of status within than one done outside. Just an opinion.
