student visa rejected

i'm master holder , i did my master program in construction management, i decided to extend my information by getting a second master degree from usa so i apllied again but the officer reused my visa coz it does not make sense for him to have a second master degree but it make sense for me coz im taking a professional path, a moth later i applied for a doctorate degree in management which is applied degree, but again i got refused for the doctorate degree, and the reason coz i applied for doctorate degree after my master visa refused by one month. so is it make sense that could be a reason for refusing a visa ?
