Applying OPT late?

It is my first time applying OPT, non-stem major. With the 60 days grace period, the deadline for my application is 02/09, but I sent in my application on 02/17 due to miscommunication. What are the chances that my application would be denied? When am I expect to hear anything from UCSIS? Would going to an attorney help if it gets denied? I am confused as whether to wait for their denial or go back to home country now.
