I did first MS in CS on Dec 2015. Form I-765 was denied on Feb 9, 2016. The reason is, DSO issued Form I-20 on Oct 10, 2015, more than 30 days prior to my filing form I-765 with USCIS. USCIS received Form I-765 on Nov 10, 2015. Later I filed Motion to Reopen and Reconsider on Feb 26, 2016. But again, USCIS denied OPT on Mar 16, 2016 for the same reason.
Then I got admit for doing second MS degree in IT at the same university. So, I filed Form I-539 (F1 reinstatement petition) on May 2, 2016. In the meanwhile, my Sevis record got reactivated by DSO through sevis help desk on Apr 29, 2016. So, I mailed USCIS to withdraw the Form I-539 on May 16, 2016. Also, I did travel & reentry into US on May 22 and DHS made a stamping of class F1 in my passport. But, USCIS processed the I-539 and made RFE. Then, I mailed USCIS again to withdraw I-539. But USCIS processed it and made the decision as denial on July 18, by saying that if you already have valid F1 status this decision does not take away from that status. As per Sevis record, my Sevis is still in active state.
Now, I am applying OPT for the second MS. What are the supporting documents (related to OPT denial for the first master degree and to show valid F1 status in the second masters degree) that should be attached ?
