Applied for F1 Visa, Additional Questions

Hi, I immigrated to the US from India at the age of 6 and I have been here since then. I studied in the US from first grade to senior year at Rutgers (current) under an H4 Visa. In February, I applied for a change of status to F-1 visa. The application is still pending; is it supposed to take this long? Also, due to the fact that I have been in the US for nearly 15 years, is there any way I can get a green card? It's beyond me how my family filed for a green card back in 2001 and we still haven't received it. Is there anything I can do? Any congressman or political figures I can contact? I live in New Jersey by the way. Any help would be greatly appreciated!

Also, my driver's license is expiring on July 15th. Could I get it renewed by showing the DMV my pending visa application? Thanks!

Why can't you continue studying using your H-4 visa? F visas require you to overcome the presumption of immigrant intent - a significant burden for someone of your background. Yes, change of status applications to F do take that long, typically 6 months
