I was a PhD student in the U.S. three years ago. Due to circumstances that led to bad marks, I had to withdraw from school and leave the U.S. back home. Now I am outside the U.S. and I have applied for PhD again for different schools in U.S., I am very concerned that the new school's DSO will see my previous SEVIS records of the old school when he/she issues the I-20. I am afraid this could affect my university admission. I will appreciate any help!

Will the new DSO be able to see the SEVIS history (old school) when issuing I-20?
