F1visa got rejected

Hello, I am on H4 visa and attending college in USA. I have applied for i539 status change to F1 in January and got a rejection on august 25. My financial condition is the reason.
I wish to apply again this time from India?
Is that a good move?
Can I apply immediately after getting a denial?
If so how long should I wait?
Any advise is highly appreciated.

I have not yet gotten H4 but I may need to change H4 to F1 later. If you don't mind, could you explain further on 'financial condition'? Thanks.
