F2 to F1 approach recommendations

Dear All,

Am currently on F2 visa I got admission to a Univ, So now I need to change it to F1. So the only 2 options are apply for COS which takes 3 months or go Canada for stamping (F1).

If opted to go to Canada for stamping and hope all went well, What if i got a reject can i still go back to US on F2 ?
