Do I need to face/apply F1 Visa again?

Hi, I have applied to USCIS to change my visa status from F1-OPT to F2 through my spouse (my wife is now F1-OPT) on last sept, 2017 as it expires on sept, 2017. Still now my case status is pending.
My query is if I want to start full-time study from April 2018 then do I need to apply again for F1 Visa?
Please note that my previous F1 visa will expire on 2019.

You will either need to apply for Change of Status in the US or go abroad to get an F1 visa and re-enter.
