Change of Status from H4 to F1 and getting it stamped from Canada

Hello Everyone,
I am from India and studying on H4 visa in United States. Is it possible that I can get my F-1 visa stamping from Canada?
If yes, what's the process and how much time it normally takes for getting it stamped and are they any further complications which one have to look after.

Please guide me.
