Steps to Transfer from one university to another

My OPT is ending on April 16 2019. I need to apply for admission probably in Jan 2019 to stay in F1 status. What is the process of a university transfer from start till end. I also need to know that I will also apply for CPT and ideally it should start from April 17 2019. If some has similar experience please inbox me at [email protected]
