Yes, they can get the STEM OPT extension of 24 months after the normal 12 months of OPT, for a total of 36 months. If you successfully complete your OPT (i.e. didn't violate the conditions like the number of days unemployed, etc.) you have a 60-day grace period after the OPT ends.

As newacct answered above, yes what you stated is true. But the 24 month part is an extension, and for it to be granted certain conditions need to be met (for e.g., the employer needs to be e-verify approved, etc.)
