F2 visa rejected...

My sister's F2 is rejected in Chennai today. And my brother-in-law is working on OPT status. Is there any alternative now for my sister to come here. Can she go and apply at Delhi or some other consulate. At Chennai they simply rejected saying that F2 visas are not issued as he is on F1.

When your sister's visa application was rejected the officer who interviewed her would have given her a letter stating the 'reason for rejection'. You need to refer to that to know the exact problem and then work on it. Usually they will state a Section no. under which they reject the visa. Just reapply for the same visa again after fullfilling the requirement stated in the letter and she should get the visa the 2nd time.
I've also read in immihelp that once ur appln. is rejected you are not supposed to reapply at a different consulate. pls check.
