Cos from h4 to f1 while decision on h1b is pending

I am on h4. My h1b was picked in lottery in 2017. However the decision is not yet made. Can I still change to f1? Will it affect the decision of h1b? I got admission to a university. Kindly advise whether I have to change to f1 or continue in h4 and expect the status of h1b.

Even i couldn't to change my status H4 to F1 due to H1B status pending...
