Please help with my I-539

I applied for an extension of stay about a month ago, and I'm applying for a change of status to F1 where I have to use the same form. I had to pause at one point, specifically item no. 3, where it asks "is this application based on a separate petition or ....bla bla. I coudn't figure out what they mean by that... and should my answer be "yes" as I have applied for an extension before?
Can anyone please help me??

..the naswer would be no...........(it would b e yes if for example you were the dependent for a E or L etc )
