Change Visa from H4 to F1

Hi Friends

I am planning to do Phd in US. So one of my friends told me that it is necesary to go for F1 if you want assistantships for your studies. Which i need looking at the cost of doing Phd in US. So i had one question that my husband is on H1b right now and is going to start his GC processing soon. So when i will go for my F1 stamping will it affect my chances of getting an F1 as GC is permanent residency. How can i prove my intent of going back to my country

Secondly if F1 gets rejected will i have to apply for H4 again?

Thirdly is it necessary to have F1 for getting Scholarships?
