Does F2 dependent living in the US go back to India for F1 visa issuance if the dependent gets an I-20 from a University while in US? Can the dependent get the status transferred from F2 to F1 staying in the US?

You can change here but once you leav ethe US, you must go to the Embassy for the actual visa
