Conversion of B1 to F1 in Canada. Please help!

I am a medical graduate, who has come to the US last month on a visitors to attend interviews in three hospitals for residency program in Internal Medicine. But since things are not working out very well on that front, I have decided to pursue my masters in Public Health.

I have an admit to the Univ of Alabama at Birmingham School of Public Health for Spring sem[classes start on Jan4].

So I need to apply for a F1 from Canada or India. Please someone advise me regarding where to apply, the pros and cons of applying in Canda versus India. And I need to apply from Chennai if I have to, which in itself is not very good.

I need your help desperately. I have no time left. Please someone who has some info, contribute to this thread..

I donot have an answer for your question. But I am also looking at a similar option, will update if I get any information.
