refused twice for student visa

Dear Sir,

I have been refused twice for student visa. Now I am applying for student visa in fall-2007 At this time I want to appear for visa with my family(wife+2kid) I am in state government job since last 10 years.

Should I appear alone or with family?

Please guide me.
