F1 visa appointment date problem..

Hello sir,

I' ve got an I-20 from a University for fall 2007. The classes start in the 3rd week of August but I want to come to US in the 3rd week of july to stay with my sister for a few weeks.But the problem is that the visa dates do not show up for july yet. Am I eligible to apply for the interview in the emergency quota since I have my I20. Also if not, under what conditions can I use the emergency appointment when applying for F1 visa?
