F1 visa rejected - need urgent help

My brother's F1 visa got rejected, bcoz he had backlogs. he applied for MS for Fall semester.


I have few questions regarding that.

1. can he take another interview for F1?

2. the interview dates are not available, so can he take emergency appointment?

3. Does he has to change the I-20? he has I-20's from Good universities.
In A I-20 he has scholarship, which he took first time. in B I-20 his name is not correct.

so which will be good to take for interview?

4. what is he supposed to answer for backlogs? he has cleared everything and has good percentage.

it will be gratefull if someone helps.

Am not sure on how often you can take a F1 interview ,,please check on that.
I would go with the uni which has given him scholarship or funding.
As far as backlogs are concerned he can always say" yes i had them n have cleared it" . The visa stamping is based on how well you speak and how confident you are. Your case will be strong when you go for the uni which has given him financial aid.
And his gre/toefl score counts too. But for backlogs this is what he can say and if asked "why you chose the uni".
just say "I have been granted a scholarship and the program is good"...that is what he can say n its the best answer acc to me.
