F1 visa stamping

Sir/Madam,
My daughter is studying in the US with her A2 visa converted to F1 status. She wants to visit India and return to the US for continuing her studies for which she has necessary I-20. Please advise me of the procedure to be followed for getting visa stamped during her visit. Can it be done in Delhi? Though my permanent home is in Kerala, but I am working in Delhi. Her present passport was issued in the US and she is currently residing there in the US. Is SEVIS fee required to be paid again?
