My Friend in India is working for a government organization and wants to pursue a masters/PhD in the United states.
Does he have to carry a NOC from his employer(government Organization) to the Visa interview, if he is still in his job(not resigned) at the time of the interview?
His resignation is conditional on the outcome of the visa-interview. So he doesn't want to resign before getting the visa.
