I am a U.S. citizen and I have filed for my Daughter and her family in Aug 2000, as of now my grand daughter is 20 years, so is there anyway that the file process can be accelerated just to ensure that the grand daughter is also granted the Visa before she is 21 years along with her parents

I don't think you can do anything to accelerate. They work at their own pace and go by the visa bulletin.
