query on F-2 visa

i have recently been engaged to someone who is in USA on F1 visa. his visa expires on 31 december 2008 and intends to take up OPT for a year beyond. can i apply for F-2 visa and if so how early should i apply for F-2 before expiry of his F-1

You need to get married first. After that, you can apply for F-2. At least 6 months before it expires (the F1).
