ESL school for chinese students

Hello i am tsvi, and i would like to know if it's true that chinese students can not get a F1 visa to study english in an ESL school ? my friend wants to come to the USA to study at an art institute (cooking and restaurant business managment) but needs proof of english, is there any way to get an
F1 visa to study english and then apply to the art school ? or is the only way for a chinese person to get a F1 visa is to apply for university ?
