I got I-20 from University X and University Y for masters program in a subject in which I already have masters from India, but with different concentration of that subject. I applied for visa for University X in early June 2008 but I was refused because I am going for second masters in same subject. The visa officer said to me to apply for a different program or for Ph.D. in same subject. As my purpose of visit to U.S. is only further study in my subject so there is no question of different program.
When I was in the process of applying for Universities in U.S. I came to know that my masters is not equivalent to masters from U.S. but to be sure I applied for Ph.D. too in university Y. After I appeared for visa interview, my application for Ph.D. in University Y was rejected because the university do no consider my master as equivalent to their masters and consider my masters only for admission to their masters program.
Now I am planning to apply again for visa. As university X do not offer Ph.D. program in my subject so they do not comment on my eligibility for Ph.D. while university Y send me letter stating that I am not eligible for Ph.D.in U.S. with my masters. Do I apply for Univeristy Y for visa as earlier I applied for University X or again for univeristy X (when X does not comment on my eligibilty for Ph.D.)?
And how much time will it take for the transfer of SEVIS?
Your suggestion can solve my problem. Please HELP!!!!!
