I am currently holding L1 visa and staying in US only. I want to schedule a VISA appointment to my brother. Can i be the sponsorer for him alongwith my Parents. If yes, what docs do i need to send.

Check the immihelp main page. You can be a sponsor. Send an affidavit of support and your availability of the funds (bank stmt, letter from bank)

Actually we took a education load in backhome and having funds in Bank also (the amount needed for his US stay per I-20). In addition to this amount, do i need to have bank balance in US Bank.

No, as long as you have a job to support your living costs. Ties to his home country matter the most.
