Transfer to another university

Hi,
I have some questions regarding the transfer of a student from one university to another in U.S.
1. Can a student transfer from a university to another for a program which is different from the one at previous university?
2. If yes, what is the procedure for it?
3. Do one have to appear again for visa interview for that transfer?

Can be done. The new school after admitting the student transfers the Sevis I20 record from the old school. He just needs to contact the ISO of new school and they will coordinate it with the current school to transfer the I-20
