Please Help I need urgent reply!!!!!!!!!!!

Give me suggestions. One of my relative has this case:
She did MS and her paper has been accepted in international
conference in USA. Her brother is a US Citizen and she applied for
visit visa. She applied twice and was refused (214 b). Luckily or
unluckily
she got the admission and I20 at the same time..I mean in the same
month when she was refused..so what do u suggest should she apply
for VISA FI or not? Classes will be after 1 month. So its urgent.
Please suggest something

In the interview she was asked only about her brother and they didnt
bother to listen to the conference reason. 2nd time she was asked if
there are any changes in her status. For the first time when she was
rejected she applied after 3 weeks.

No harm in applying. But the chances are slim to none.

So should she return the I20 back? and apply for the next semester or will this happen to her everytime? Please sir do reply

Without significant change in ties to home country, it will get rejected. Hence, a gap is reapplying would help though not guaranteed.

Thank you Sir, for your advice...please tell what kind of ties will they consider useful? For the second when she went for B1.. she had her letter of job that she is on leave..and a letter from university that she will appear in her final thesis defense after attending the conference.. but counselar didn't listen and didn't see the docs at all..so what do u suggest..what kind of docs will be useful?
