Sevis fee for H4 to F1

I am at present on H4 in USA and planning to change to F1. The SEVIS fee $ 100 is charged for Change of status only or it is also charged when we go for stamping from home country. It says that you have to pay $100 FEE FOR ISSUANCE OF F1 USING i-20 after september 2004, but on vfs-usa.co.in no such fee is listed. Is this country specific?

It has to be paid for any status change to F1.
