chance for F-1 with withdrawn I-130

My daughter is 13. She is applying for F-1 to study in a high school in US. I have an older daughter living in US and being a US citizen (through marriage, came on fiancee visa). My older daughter filled I-130 for my younger daughter last year, which she later withdrew because my younger daughter does not want to live in US permanently, but just finish a high school their. Does anyone have any thoughts on what chances my younger daughter has for F-1 visa? My younger daughter has 2 more siblings living in her homecountry, we financially are well off.
