My daughter just got F-1 visa. They gave her I-20 back after the interview. It was not in a sealed envelope. I have read that I-20 needs to be in a sealed envelop to present to immigration official at the port of entry. Please let me know if I-20 has to be sealed or not.

That isn't the issue. VO used to issue the I-20 sealed earlier after visa stamping with a stamp saying "To be opened only by the CBP at POE". So sealed envelope used to come out of the consulate not go in

Well, what meant in my other post was sealed envelopes are NOT ALLOWED INSIDE, but for F1 consular officers used to give applicants sealed envelopes to TAKE OUT. You cannot take any sealed envelope inside, but once inside and if they give you a gun to take out then thats not a problem I guess
