ECNR status

Did Indian passport office stop putting ECR/ECNR stamps in newly issued passports? Does the absence of stamp mean that ECNR status is fulfilled?
In older passports, they used to put ECR/ECNR stamps.

ECNR is not applicable for Europe or United States ..

... only for some Middle Eastern countries.

They usually don't put this stamp if the PP is issued in the US.
