Hello, I have been a proud U.S. citizen for a number of years. Unfortunately a loved one of mine who has recently visited Costa Rica has been ordered to come back in 10 years (by an employee of the embassy in San Jose, Costa Rica) to the U.S. Embassy to acquire a new visa because she had a visa that was for visiting the U.S. and not for attending school. This was very accidental because she was not supposed to have a visitors visa but a students visa. So my question is, "how can one acquire a student visa without having to wait 10 years for an accident?" They overreacted and said it was fraud!
