Help reg H4 to F1 Transfer

I am currently in US on H4 visa. I am planning to study here. Is it mandatory to have GRE and TOEFL scores for studying in US. Will I be able to apply for F1 without that? Pls let me know.

GRE and TOEFL are University requirements and not USCIS/DOS requirements for a F1. Check with the University that you plan to attend.

University has to specify if english proficiency is required for the program and if the student has demonstrated it through standardized tests such as TOEFL. But sometime the visa officers do ask for GRE scores as well.
