MBA holder wanting to do teaching certificate in US

I have a MBA degree from UC Riverside, and worked for a couple years in California after that. My H1b visa was recently rejected, so I have some changes in life goals.. i wanna go to japan with my girlfriend and teach english since teaching english is a very sought after job in japan. I want to take this certificate in UC Riverside again since I am familiar with the program. Here is the certificate that I want to do:

The program takes one to 1.5 years to complete. Will I be able to get a F1 visa for this certificate since I already have a MBA degree? thanks
