F2 Visa refusal

Dear Sir,

I am from Kathmandu, Nepal. I want to know something about F2 visa. My sister’s husband is in USA since 4 years holding F1 visa, when my sister applied for f2 visa she was rejected 2 times, what are the main causes for rejection of f2 visa. If my sister apply again what is the possibility for getting visa.
