Folks,
I guess my experience on visa renewal will help you out little bit.
Here is the case:
I came to US in 2002 on F1. My visa expired in 2007 Dec. I was into few masters program and Phd. I still need couple more years to finish up my graduation.....Part of my intern is to travel all over the world.. I need to get my US F1 visa renewal before i really leave the country..
I had DUI in 2006 and was solved in 2007.. My case was arrest, DUI fines, and drivers licence suspended.
Since, i need to get F1 renewal to get all other european and asian visas (being staying in US) I decided to go to Mexico for F1 renewal.. (Canada is ruled out since i was arrested in US).. I do not have time to get Mexican visa. Usually, you do not require mexican visa if you are just going for US consulate.. and stay there for a day.. But in my case, there are good chances that : medical tests are required.... I was prepared to stay in Mexico for a couple weeks as well..
Medical examiner in Mexico is 12 hrs drive from consulate... I certianly need to cross the OFFICIAL us and mexico border who asks for mexican visa.... WELL !! Mexico case is ruled out as well now..
LAter, i flew to india overnight with all the docs required... (stupid part is.. i have to travel over pacific.. since transit in europe requires active visa)... I took emergency appoinment at Chennai....Here is the fun part::

me- yes.
vo- which school
me- same school
vo- ok .. what program
me- ****
vo- place your fingers on scanner
me- i did
BOOOM.. my criminal record pulled over..
vo- do you have legal issues in US
me- Yes.

me- DUI
vo- is it solved
me- yes. on date***
me- breaking 5 mins of silence: this is the main reason why i am here instead going to mexico or canada..
vo- unfortuantely, i can nnot issue visa at thie time..
me-ok
vo- you need to give medicals at Dr**
me- ok
vo- post all the docs and passport with Dr's report
me- ok . I need to go to Asia and Europe by date ** (i have letters from employer, school )
vo- i understand. i will be the person who looks at yours docs.. i will speed up your process,, but cant guarantee in time.
me- thats alright. thank you

THAT wat IT man.. i was prepared for allt he ****... I probably made more than 100 calls before really going to india.. I have my passport in hand now with visa cancelled and rejected..
Called up the prescribed Dr. .. took an emergency appointment.. btw this is at Chennai consulate and i am from Hyd.. gave all medical tests.. they probably got 250 ml of my blood
... results came up negative... that was GREAT news... Total process is to meet two doctors and one lab.. One doctor is consulting, other is for psychological evaluation... lab test is for lever alcohol levels.. ALL were negative for me.. Bad news here is, in chennai DUI cases (221g) will take atleast 4-5 months to get cleared.. the worst case was 1 year.. (Do I need to wait in india for 1 year ?? )
since couldnt find time to post my passport to embassy on the same day, i came back to Hyd and posted it after couple days.
I got back package with passport and I20 in 7 working days.. that was a miracle.. i was lucky.. though Doc said 4-5 months.. it just took 1 week.. Strong reason here is I was F1 and i had strong resons from school and employer about my return date..
The great part of it is: i do not face this case again... Means: my case is solved and whenever and where i go for H visa in future: i do not have any more problem.. i can go to any country with out any strings..
